The specification work is accomplished by Technical Specification Groups (TSGs).

These TSGs (RAN, CT, SA, GERAN) have the responsibility to develop, approve and maintain the specifications within their own terms of reference.

NB. The plenary meetings for RAN, CT and SA are co-located over a two week period in a quarterly cycle (See below).
